Homeowner Insurance coverage is designed for the person who owns their home. It covers the building, its contents and liability. Dwelling Insurance is designed to cover property that is rented to others up to a maximum of 4 units. It covers the building only. Flood Insurance is designed to cover the peril of flood. Homeowner and dwelling policies do not cover flood.
